Purpose #
The Transparency and Fair Play Policy aims to ensure that all gambling activities regulated by the Dertment of Customs and Inland Revenue and administered by Vanuatu Gaming Authority are conducted fairly, transparently, and in a manner that maintains the trust of players and the public. This policy sets out the standards and requirements for operators to ensure the integrity and fairness of their games and operations.
Scope #
This policy applies to all gambling operators licensed by the Vanuatu Gaming Authority, including online casinos, sportsbooks, lottery operators, and other interactive gambling services.
Fair Play Requirements #
Game Fairness #
- All games must be fair and provide genuine chances of winning. Operators must ensure that game outcomes are determined by Random Number Generators (RNGs) or equivalent fair play mechanisms.
- RNGs and other fair play mechanisms must be independently tested and certified by reputable third-party testing agencies. Certification must be obtained prior to launching the games and renewed periodically.
Return to Player (RTP) Disclosure #
- Operators must clearly disclose the Return to Player (RTP) percentages for each game. This information should be easily accessible to players on the operator’s platform.
- RTP percentages must accurately reflect the statistical probability of winning and be based on the game’s actual operation over a significant period or number of plays.
